About

Committed to the well-being of our neighbors and the future of our region

Kitsap County is my home. Having lived in the district for more than thirty-five years, I have significant experience working with families, individuals on fixed incomes—including older adults, youth, and military—and have developed collaborative partnerships with local leaders, social service organizations, businesses of various sizes, and volunteer groups. My ongoing community involvement ensures I remain attuned to the needs of our community. I have a solid record of solving local issues, understanding community needs, and demonstrating leadership.

 

I have devoted my career to advocating for Kitsap County residents, and I want to continue being your advocate for fair utility rates for publicly-owned utilities, equitable broadband access, and clean drinking water and regional waterways.

Why I'm Running

I am appointed to the KPUD until December 2026 and am seeking election for the next 6-year term. I represent District 2, covering South Kitsap, Gorst, and West Bremerton. Over the past year, I have supported local water infrastructure and conservation projects, improved safe drinking water access, and secured funding to expand high-speed fiber internet to underserved areas. As KPUD Commissioner, I also serve on the Kitsap Economic Development Alliance (KEDA) and Public Utilities Insurance Association for local project support and organizational oversight.

I have over 27 years of experience with Kitsap County, working in Youth Services, Human Services, and Community Development. For the past 11 years, I have served as Director of the Division of Aging and Long-Term Care. Previously, I was a Planning Commissioner and a member of the Kitsap Youth Diversion Board. My background also includes roles such as Mental Health Program Resource Manager, Children’s Mental Health Services Coordinator, and Youth & Family Mental Health Therapist. I am licensed as a mental health counselor in Washington State.

 

I have devoted my career to advocating for Kitsap County residents. With over 30 years experience in developing social programs and mental health services, conducting community needs assessments, managing projects, and ensuring fiscal responsibility, I am well qualified to continue advocating for our community on the KPUD.

Alongside my professional duties, I have volunteered in several youth and school programs, including the South Kitsap PALS program (mentoring at risk youth), South Kitsap Eastern Little League (Board officer), and South Kitsap Pee Wees and Football Booster clubs (Board officer).

My husband is a retired, disabled veteran of the US Navy. During his two decades of service, including eight deployments, I managed our household in Kitsap, completed a Masters in Education degree, and juggled a promising career while raising our children in the District I currently serve.

Fair Publicly Owned Utility Rates

I am dedicated to ensuring fair rates for publicly owned utilities (water, sewer, and broadband). This includes ensuring publicly owned services utilize grants funding to build and expand infrastructure to underserved areas and maintain low rates. KPUD operations include an energy assistance program to ensure equitable access to all households.

I fully support KPUD's open-access, community-owned network. Using public funds, my goal is to expand broadband access across District 2, offering homes and businesses reliable, affordable connections. Having access to the internet is vital for our community, regardless of where you live or your economic background.

All communities, regardless of their background, should have access to clean and safe services such as water and wastewater management. I am dedicated to ensuring KPUD continues to properly monitor, manage, and provide clean water to over 40,000 residents.

Wastewater System Support

KPUD's primary responsibilities include managing the Kitsap County water quality report. We monitor all streams for capacity, annual flow, rainfall, and contaminants, and make this information accessible to the public. Minimizing environmental impacts is a central tenet of our work. I also aim to collaborate more closely with current water and wastewater providers to develop regional systems as existing infrastructure ages.

Educating the Community

I am dedicated to informing my community about the role of publicly owned utility districts in Washington State and seeking ways to help them grow. District 2 would benefit from increased awareness regarding KPUD's strategic advancements. This could be achieved through the KPUD Communication Plan, to target District 2 households via social media outreach, newsletters featuring relevant local articles, or alternative channels such as Housing Association communications.
